The property will be zoned properly. In the future a borrow pit permit could be granted. Keeping costs of local projects reasonable with spin off jobs and the borrow pit could be reclaimed for residential lots.

The above reasons would also apply to the public, plus when the resident lots would be sold it would add to the tax roles.
