Type I System


"Type I System" means an ISTS that follows a standard trench, bed, at-grade, mound, or graywater system design in accordance with MPCA rules, Minnesota Rules, Chapter 7080.2200 through 7080.2240.

VARIANCE WORKSHEET

Enter Variance information. About SSTS Variances Pursuant to Ordinance 61, Article V, Section 3.0 A property owner may request a variance from the standards specified in the Ordinance pursuant to county policies and procedures. Variances shall only be permitted when they are in harmony with the general purposes and intent of this Ordinance where there are practical difficulties or particular hardship in meeting the strict letter of this Ordinance, excluding the technical standards. Certain deviations may require the approval of the MPCA or the MN Department of Health.
 
 Describe the specific provision(s) in the ordinance from which the variance is requested.
 
Field is required.The shoreline setback of 75ft for any septic component. Sewage basin for part of old cabin with 3/4 bath & sink septic & pump tanks & drain field. Burntside is a recreational classified lake, septic setback is 75ft.
 Describe the practical difficulty that prevents compliance with the rule.
 
Field is required.The property is a long slender peninsula so where the septic tanks & drain field would go is tight to make the setback of 75 ft. The sewage basin for the portion of the old cabin they are requesting to keep will for sure need a variance - location around 40 to 50 ft from shoreline. The septic tank & drain field the installer will try for 75 ft but just in case would request a 60 to 65 ft setback if needed.
 Describe the alternative measures that will be taken to achieve a comparable degree of compliance with the purposes and intent of the applicable provisions.
 
The sewage basin will maximize the setback as best as installer can. Will have high level alarms installed on basin so if any issues with the pump the home owner will know. Once the actual layout of the 3br cabin & car port is identified then will ry to locate the best area for the tanks. Will try to meet the 75 ft setback for the drain field but it might be to tight however may need a variance for 60 to 65 ft setback to high water. If at all possible will try for the 75 ft setback. Septic tanks will have alarms so if any pump issues etc home owner will know about it. Have two location for the drain field so will use the best location to maximize the setback.
 Identify cost considerations preventing reasonable use of the property under the terms of this ordinance
 
Field is required.The current septic on this property is located under a garden area and is non conforming. pit outhouse is too close to shoreline, along with older grinder & septic tanks by existing cabin. Cost to meet full shoreline setback would be to install multiple pump tanks to get sewage all the way down driveway to back lot to a drain field. This will increase the cost & possibility of freezing issues in the supply pipe with the landscape ups & downs.

VARIANCE AGREEMENT

By submitting this request for variance from the Ordinance and the Construction Standards, I certify and agree that no substantial health hazard is likely to occur therefrom and an unnecessary hardship might result in strict compliance with the Ordinance and Standards.
I further agree to install a sewage treatment system in accordance with the permit application, plans, and specification that are made as part of this variance request, in addition to paying the Variance Fee associated with this request.

I further certify and agree that I will comply with all conditions imposed in connection with the approval of the application. Applicants may be required to submit additional property descriptions, property surveys, site plans, building plans, and other information before the application is accepted or approved. Intentional or unintentional falsification of this application or any attachments thereto will make the application, any approval of the application and any result invalid. I authorize St. Louis County staff to inspect the property to review the application and for compliance inspections. Furthermore, by submitting this application, I release St. Louis County and its employees from any and all liability and claims for damages to person or property in any manner or form that may arise from the approval of the application or any related plans, the issuance of any resulting permit or the subsequent location, construction, alteration, repair, extension, operation or maintenance of the subject matter of the application.
